Why this happens
Same site-wide disable as affiliation program off, surfaced on webmaster-related paths. Distinct from The webmaster program is disabled on this site (Phase 50 — webmaster program specifically).
Diagnose and fix
1. Admin: enable the affiliation system (and webmaster program if needed).
2. Refresh webmaster/affiliation tabs.
