Paid commissions are final and cannot be reversed
Admin reverse returned 409 because the commission was already paid (paid_commission_final).
Why this happens
Reversing after payout would break ledger/payout integrity. Sibling Paid commissions cannot be changed covers broader locked paid rows. Distinct from Cannot restore a commission that was reversed after payout.
Diagnose and fix
1. Do not reverse paid commissions — handle corrections outside this action if your process allows.
2. Reverse only pending/approved unpaid rows when reversal is enabled.
3. Review Affiliate commissions ledger and payout history.
