Webmaster not enabled for your account

Locked webmaster panel title webmasterPage.locked.title when this account cannot use webmaster tools.

Why this happens

Per-user gate (not site-wide disable). Body/API may say Webmaster access is not enabled for your account — Contact an administrator.

Diagnose and fix

1. Admin: approve webmaster on the user; save.

2. Member: reload affiliation/webmaster after approval.

4. See Webmaster sites and verification once unlocked.
