Uploads are currently disabled
No member tier has Uploads enabled — the site refuses uploads for everyone with this global message (403 on upload APIs).
Why this happens
All of toggle.ul2_upl_on_reg / _prem / _prem_pro are off. Distinct from per-plan “File uploads not available…” (some tiers still on) and from Upload is unavailable (all source mods off). Maintenance uses yet another “under maintenance” wording.
Diagnose and fix
1. Admin → Settings → Users & limits → Uploads enabled — turn on for the tiers that should upload.
2. Check per-user overrides that might still block individuals.
3. Confirm you did not leave only guests blocked while expecting registered uploads.
4. Ask members to refresh /upload after saving.
