Why this happens
Same root cause as the short PayPal checkout is not configured, with the shorter admin path wording used on top-up flows.
Diagnose and fix
1. Open Admin → Payment Settings; paste PayPal REST credentials; enable checkout.
2. Save; retry top-up with PayPal.
3. If create still fails after enable, see Could not create PayPal order — check credentials and sandbox/live mode.
4. Distinct from the longer Settings → Payment Settings + “enable” wording sibling.
