Downloads aren't available — upgrade to start
Downloads are off for the member’s current plan, and a higher purchasable tier has them on. Product text: “Downloads aren't available on your current plan. Upgrade to {tier} to start downloading.”
Why this happens
toggle.ul2_dnl_on_* is off for their tier; a higher rung (Registered → Premium → Premium Pro) has downloads enabled. Runtime buildMemberDownloadBlockedPublicMessage embeds the target tier name. Distinct from Downloads aren't available on your plan (no upgrade) and Downloads aren't available for your plan.
Diagnose and fix
1. Member: upgrade to the named tier, then retry.
2. Admin: enable downloads on their current tier if they should not need to pay.
3. Confirm the target plan is sold under Plan & pricing.
4. Per-user override if only one account should download without upgrading.
