Downloads aren't available for your plan
A signed-in member is blocked because their tier’s Downloads enabled is off, and no higher tier on the ladder has downloads either. Wording uses “for” your current plan (runtime assertDownloadAllowedForSiteLimits / API 403).
Why this happens
Member builder dead-end: no upgrade CTA possible. Distinct from SSR Downloads aren't available on your plan (“on”) and from the upgrade variant that names a target tier (Phase 13).
Diagnose and fix
1. Enable downloads for their tier (ul2_dnl_on_reg / _prem / _prem_pro).
2. Or enable a higher tier and sell upgrades so the upgrade message can appear.
3. Per-user override if only one account should download.
4. Guests see guest CTAs instead — this article is for signed-in members.
