Downloads aren't available on your plan
The file download page shows that downloads aren’t available on your current plan — SSR upgrade-resolver copy when the primary block reason is downloads_off for the viewer’s tier.
Why this happens
Same Users & limits gate as the runtime “for your plan” message, but surfaced on the landing page via resolveDownloadAccessOutcome. May sit beside other upgrade/traffic CTAs depending on resolver outcome. Phase 13 covers the variant that says Upgrade to {tier}.
Diagnose and fix
1. Downloads enabled for that tier — or enable a higher purchasable tier.
2. Ask the member to refresh the file page after you save.
3. Confirm they are not also geo-blocked or bandwidth-limited (different messages).
4. Guests with anon off see the guest sign-in family instead.
