Downloads are currently disabled
Every tier’s Downloads enabled switch is off. Mint, stream, and preview refuse downloads with this global message — no sign-in or upgrade CTA.
Why this happens
All of toggle.ul2_dnl_on_anon / _reg / _prem / _prem_pro are false. Same idea as Uploads are currently disabled, for downloads.
Diagnose and fix
1. Admin → Settings → Users & limits → Downloads enabled — turn on at least the tiers that should download.
2. Check per-user overrides that might still block individuals after site tiers are on.
3. Distinct from geo block and guest “sign in” messages (those need anon off but some member tier on).
4. Refresh the download page after saving.
