Downloads aren't available as a guest
Guests cannot download because Downloads enabled is off for anonymous (ul2_dnl_on_anon). This generic variant says: sign in or create an account to continue.
Why this happens
Anon downloads are off, and the site did not pick a specific “sign in as Registered / Premium / Premium Pro” CTA (no clear first member tier with downloads, without being the all-tiers-off case). Sibling guest lines name Premium or Registered more specifically.
Diagnose and fix
1. Turn on Downloads enabled for Anonymous if guests should download.
2. Or enable Registered/Premium/Premium Pro and leave anon off — visitors will see the matching guest CTA instead.
3. Ensure Registration / Login are available if you rely on sign-in.
4. After save, test the download page logged out.
