Bandwidth exceeded — upgrade your account
Same rolling download bandwidth gate as Bandwidth exceeded, but a higher purchasable tier has a larger (or unlimited) quota — so the product tells them to upgrade.
Why this happens
Current tier’s ul2_bw_mb_* window is full; Registered → Premium → Premium Pro ladder still has a better bandwidth tier for sale.
Diagnose and fix
1. Member: upgrade via Premium checkout, then retry the download.
2. Admin: raise bandwidth on higher tiers, or on the current tier if guests/registered should not hit this often.
3. Publish/enable the target plan under Plan & pricing.
