Bandwidth exceeded — premium traffic not enough
The member’s tier bandwidth window is full, and their remaining premium traffic balance is greater than zero but smaller than this file — so the download still cannot start.
Why this happens
resolveDownloadTrafficMode tried the premium-traffic fallback after the rolling ul2_bw_* cap. remainingBytes > 0 but < fileSize. Guests without traffic see different sign-in / buy-traffic copy.
Diagnose and fix
1. Member: buy a larger traffic package (/premium traffic plans) or a smaller file; or wait for the bandwidth window / upgrade tier.
2. Admin: Plan & pricing — Traffic packages; confirm packages are enabled and priced.
3. Also review Download bandwidth limits so everyday use does not always fall to traffic.
4. Check the member’s remaining premium traffic balance in admin/user tools if available.
