Why this happens
Site-wide programs are off — not a per-user flag issue. Body copy explains the affiliation program is disabled on this site. API sibling: Affiliation program is disabled.
Diagnose and fix
1. Admin: enable the Affiliate system (and Webmaster program if needed) in Affiliation settings.
2. Save; members should see the dashboard after refresh.
3. If the site is on but a user still cannot access, see Affiliation not enabled.
