Contact form returned support.rateLimitContact when too many submissions were sent recently. Phase 69 adds the seconds variant.
Why this happens
Anti-spam rate limit on public/member contact. Distinct from ticket-create limits.
Diagnose and fix
1. Wait, then send one clear message.
2. Prefer Tickets (member) if you have an account and need a thread.
3. Complete captcha if prompted (Captcha on contact).
