Why this happens
Automatic cleanup/retention elapsed. Restore is no longer allowed; the row may already be eligible for purge.
Diagnose and fix
1. Confirm Trash retention / keep-files-in-trash settings (admin).
2. Permanent delete if the UI still lists a stale row.
3. Re-upload if you still need the file.
