Webmaster helper/UI returned The webmaster program is disabled on this site. (webmasterPage.errors.programDisabled).
Why this happens
Site-wide webmaster program is off. Distinct from The webmaster program is not enabled (throw when adding sites) and per-user not-approved messages.
Diagnose and fix
1. Admin → Affiliation / webmaster settings — enable the webmaster program; save.
2. Members refresh the webmaster tab.
3. Approve users who still lack webmaster flags.
