Why this happens
Master SFTP/ingest switch off, or member-facing disabled state. Not the same as plan tier block (SFTP upload isn't enabled for your plan).
Diagnose and fix
1. Member: contact support via the linked help.
2. Admin: enable SFTP mod / ingest on an eligible storage server.
3. See SFTP upload / Connect with SFTP.
4. See SFTP access was revoked for this account if access was revoked.
