Restore unavailable
Deleted-files restore dialog title (deleted.restoreDialog.unavailableTitle) when the restore gate is unavailable / blocked (not a simple upgrade CTA).
Why this happens
Site/plan policy blocks restore for this account (distinct from upgrade-to-restore). Partial success may instead show the skipped-quota banner.
Diagnose and fix
1. Read the dialog body for the specific reason.
2. Upgrade if the gate is upgrade-mode; otherwise contact the site admin.
3. Free storage if quota is the blocker.
4. See No items could be restored with your current plan or storage quota / Buy Premium / Premium Pro.
