Guests (by IP) have used their allowance of downloads for the current rolling period. Product text names guest downloads and {days}.
Why this happens
ul2_per_user_dnl_max_anon over ul2_per_user_dnl_period_days. Sign-in may help if member tiers have higher caps.
Diagnose and fix
1. Guest: wait for the window, or create an account / upgrade.
2. Admin: raise anon max downloads or the window length.
3. Confirm proxy IP hashing is correct (shared NAT can burn one guest budget for many people).
4. Distinct from guest simultaneous-download (/limit) caps.
