Google Authenticator is unavailable on this site
Account Settings shows this caption when two-factor is not allowed on the site. The control row also shows Disabled by administrator.
Why this happens
Admin Two-factor authentication mode disables member TOTP (totpAllowed false). Members cannot set up, enable, or use authenticator until the mode allows it.
Diagnose and fix
1. Admin: set Two-factor authentication mode to optional or mandatory as desired.
2. Members: refresh Account Settings after the change.
3. Distinct from setup/enable API failures when TOTP is already allowed.
