The file page shows that this file has reached its maximum number of downloads for the viewer’s tier (resolver / upgrade-wall copy).

Why this happens

File.downloadCount is at or above Max downloads per file (ul2_max_dnl_*) for anon/registered/Premium/Premium Pro. Counts completed downloads across viewers. Enforcement APIs more often use the sibling wording File reached the maximum download limit.

Diagnose and fix

1. Admin: raise ul2_max_dnl_* under Users & limits → Max downloads per file (0 = unlimited).

2. Or accept the cap and leave the file as-is; re-upload creates a new counter.

3. Distinct from temp-link Symlink max uses (per grant token).

4. Ask heavy downloaders to wait or use another file if you keep the cap low.
