Complete the captcha before sending
Ticket form shows tickets.form.captchaCompleteSend when send/reply is attempted without a completed captcha.
Why this happens
Captcha on tickets is enabled. Sibling submit wording: Complete the captcha before submitting. Public gate: Complete the captcha before continuing.
Diagnose and fix
1. Complete the captcha widget, then send again.
2. Refresh if the widget failed to load (Phase 66: could not load captcha).
