Commission reversal is disabled in Affiliation Settings
Admin affiliate-commission reverse returned 403 because reversal is turned off in Affiliation Settings (reversal_disabled → this message).
Why this happens
Site setting disables reversing commissions. Sibling locale string Commission reversals are disabled is the shorter mapped form of the same gate.
Diagnose and fix
1. Admin → Affiliation Settings — enable commission reversal; save.
2. Retry reverse on the commission in Affiliate commissions ledger.
3. If still blocked, check paid/open-payout locks (cannot reverse some final states).
