Why this happens
User lacks payout eligibility (affiliation/webmaster access, payout profile, or program gates). Related to Affiliate withdrawals are not available for your account on affiliate_commission source specifically.
Diagnose and fix
1. Admin: enable affiliation/webmaster flags and ensure payouts are allowed for the user.
2. Confirm Affiliate system / webmaster program is on and Request a payout is offered.
3. Member: complete payout method profile if required.
