Allow Registered, Premium, and/or Premium Pro. Free/anon never. Per-user override can force allow or deny.

Free / anonymous guests never get branding (no anon tier toggle).
Per-user override (Admin → Users → edit → User branding): Default / Always allow / Always deny. Access = master on AND (Always allow OR (Default AND tier toggle)) AND not Always deny.
Common problems
Free users branding when you only wanted premium
Allow registered is on - turn it off.
One VIP needs branding on a blocked tier
Set that user to Always allow.
