Captcha provider
Chooses which captcha engine runs on the forms you enable under Captcha on forms (contact, register, login, tickets, and so on).

Admin → Settings → Settings (first tab) → Captcha & abuse → Captcha provider

Legacy Solve Media (4) is not in the picker.
Download-page captcha (before minting a link) is not this setting — that is per tier under Settings → Users limits (Download captcha).
After picking a third-party mode, paste that provider’s keys in the matching fields.
Common problems
Forms fail after switching provider
Keys still belong to the old provider, or site key / secret are swapped.
Captcha shows but never accepts
Domain not allowed in the provider console (must include your live hostname, www vs apex).
