User Public Catalog is not available on this site
API/UI returned User Public Catalog is not available on this site. (userPublicCatalogIsNotAvailable) when the feature is off for the installation.
Why this happens
Site/mod setting disables user public catalogs entirely — not a per-user opt-out.
Diagnose and fix
1. Admin: enable User Public Catalog in the relevant mods/settings.
2. Member: use normal public file/folder links if catalogs stay off.
