Why this happens
assertIpAllowedForDownload matches the IP’s GeoIP country against Download disabled countries (download_disabled_countries). Unknown/private IPs usually fail open. Hits grant, token download, stream, preview, and API download paths.
Diagnose and fix
1. Settings → Files → Download disabled countries — remove the ISO country code if it should be allowed.
2. Confirm GeoLite2 (or configured DB) is installed and current.
3. Verify the reverse proxy forwards the real client IP.
4. Distinct from owner Whitelisted IPs / Download not allowed.
