Could not load downloads
Live download UI shows liveDownload.loadFailed / Could not load downloads.
Why this happens
API/network failure loading the downloads list — not a “downloads disabled” policy message.
Diagnose and fix
1. Refresh the downloads page; retry.
2. Confirm downloads are enabled for the account/plan if the empty state looks like a policy block.
