Styles the public /upload page chrome - not upload limits or storage routing.

Admin → Design → Downloads → Upload (/admin/design/download/upload)

How it works

Empty intro HTML is restored to the default on parse - you cannot wipe the header to blank. Background image uses a separate upload endpoint; still save the rest of the form.
Does not set storage backends, TOS checkbox defaults, or file size caps.
Common problems
Glow colors unused
Glow must be enabled.
Progress chrome never visible
It only appears during active uploads/imports - test while uploading.
