Manual withdrawal approval
When on, external affiliate commission payout requests start as pending until an admin approves them under Admin → Payout. When off, requests start as approved.

Admin → Settings → Affiliation → Withdrawals → Manual withdrawal approval
Setting key: aff.manual_withdrawal_approval
Default: on
Does not control whether commissions are earned - only the external withdrawal queue. Keep on until fraud rules and hold period are trusted. Balance transfer is a separate immediate path.
